世界上葡语国家地跨非、亚、欧、南美4个大洲，地域广阔，逾2.6亿人口遍布全球。近几年，葡语国家经济社会发展迅速，以新兴经济体巴西为首，其国家地位逐渐提升。然而个别非洲葡语国家尚未摆脱贫穷落后的现状，其发展方向受到世界关注。

中国同葡语国家的关系历史悠久，源远流长，拥有良好的外交和经济合作基础。葡语国家资源丰富、蕴含巨大的潜在市场，与中国经济发展优势互补，多年来高层互访、商贸推介等多种交流方式推动了“中国—葡语国家关系”的快速发展，合作更加全面深化，由经贸延伸到基础设施、教育、科技、旅游等众多领域。

拟定于2016年7月17日召开“一带一路”背景下中国与葡语国家发展战略国际研讨会，广泛讨论葡语国家经济、投资、教育、文化、能源、公共政策等相关问题，探索中国与葡语国家关系对“一带一路”战略的促进作用。旨在通过学术研讨，加强学者之间的广泛交流合作，培养后备研究力量，为“中国—葡语国家”共同发展建言献策。

Seminar of Issues Concerning Economic and Social Development in Portuguese-Speaking Countries and Regions in the context of “The Belt and Road”

Portuguese-speaking countries scatter expansively across four continents in the world: Africa, Asia, Europe and South America with a total population of over 260 million. In recent years, with the emerging economy Brazil taking the lead, Portuguese-speaking countries have seen rapid development in economy and social progress as well as national standing. However, a few Portuguese-speaking countries in Africa remain trapped in poverty and have drawn global concerns.

China and Portuguese-speaking countries enjoy traditional and long-term friendship and boast sound basis of diplomatic and economic cooperation. Blessed with abundant resources and promising market, Portuguese-speaking countries complement China’s need for economic development. Over the years, rapid progress has been witnessed in the ties between China and Portuguese-speaking countries as various approaches of exchange are adopted including reciprocal visits between high-level officials and commercial & trade fairs. As a result, cooperation between the two sides evolved to a more in-depth and comprehensive level, expanding from the field of commerce and trade to infrastructure, education, science and technology and tourism.

The Seminar of Strategic Issues of Economic Development in Portuguese-Speaking Countries in the context of “The Belt and Road” will be held on July 17, 2016 as planned. A broad discussion covering economy, investment, education, culture, energy and public policy in Portuguese-speaking countries is to be expected. Also, the seminar aims to explore how the tie between China and Portuguese-speaking countries facilitates the B&R strategy. It is the pursuit of the seminar to improve the exchange and cooperation between scholars, nurture reserve forces for research and offer valuable idea for the common development of China and Portuguese-speaking countries through academic discussions.

The teachers, students, experts and scholars who are engaging or having interesting in this field are welcomed to attend our seminar.
